The cover crop keeps the stripper-harvested wheat stubble from blowing around, certainly. And if the cover crop is either a species with a substantial stalk, or a species that overwinters, it helps keep the tall rotted off stubble feeding thru the seeder the next spring. I.e., it prevents the planter or drill components from pushing the stubble into a pile ahead of the openers, or between them.
