If you spray it on top it will indeed burn your plants, unless it is extremely diluted. If it was my garden, I would dilute it about 10 to 1 in a watering can and dribble it along the rows-but not every vegetable will benefit from nitrogen. Tomatoes will only grow excess foliage, in my experience.
