I had the exact same thing with my driveway culvert that was about the same size. I shoveled it out by hand for about 4 ft on each side and that left about 8 ft in the middle I couldn't get to. I took about a ten foot long pipe and welded a cultivator shovel on it so I could spear it into the dirt and drag it out of the culvert. It was extremely difficult work. In other words you will succeed or have a heart attack trying! The pipe I used was very heavy. After you get it dug out you need to get your ditch dug back out so it's lower than the culvert. The only reason they plug up is because the outlet is higher than the culvert. You need to dig a sediment basin on the downside of the culvert and it will help clean itself out.
