West of Mpls MN about 50 miles on Hwy 12		Your map shows which counties/states have reporting "units", I see my county has two, the sheriff department, and one local fire department.

I guess if a county or state has no reporting "unit", they do not have OD problem?

The first step for a state/county to "cure" a problem is to admit to admit they have a problem.
