I would no-till drill in a good pasture mix. I've had good luck grazing it down low as you have then drilling this mix in with a Great Plains coulter type no till drill (Solid Stand 1006). Or use an all-grass mix in the big box with a good persistent innocculated red clover in the small seed box if you want to avoid any alfalfa due to alelopathic reaction from your previous stand.
