Have you noticed other issues with IE8? Seems to search slower and open pages slower than 7.
Its been a long time since I saw the flood control screen, but as I recall it is a spam deterent. If you try to reply or post to too many threads in too short of time, it will stop you. I dont know any more about it than that.
Must be a lot of Farmers in the House
