Neighbors mud their corn in getting a poor stand and stunted corn, achieve half a crop and a payment of say 25%. You decide to take PP based on the idea that you don't want to accept that kind of crop yield and negative return. But, your application is turned down because the neighbors got their crop planted across the fence from yours. | |
