I would say yes, maybe also disconnect and wire but the neutral at the breaker box as well.
Keep in mind the amp rating of your welder. I believe most are 50 amp. So you’ll need to replace the socket in the wall with a 50 amp, and you need to be sure your wiring is heavy enough to carry 50 amp load
