There are a couple of different reasons a dealership will put a tube in a new tubeless radial AG tire.
1. The customer has a record of having problems getting the tires to keep air if installed tubeless. This is usually related to dirt being packed into the bead (like when getting stuck up to the hood), or rust on the bead or other areas.
2. Customer doesn't run the lower pressures that a radial can safely run, so it's cheaper to put a tube in than pay a guy (or two) to try to get the beads seated tubeless. This is 1000X true for a tire that has been stored laying down.
3. Customer requests it.
4. Customer has a record of having leaks that don't happen unless the tire is under load (on the machine) and is moving. By knowing where the tube is in relationship to the tire, the technician can find what poked the tube. This is really nice for those little thorns that make tiny holes in the tires.
