My dad and I had an Ottawa C also. It was mounted on a 1942 ? International truck.
I think dad said it was supposed to use hedge wood pins for shear bolts. You got a piece of hedge a little bigger than
than the hole and drove it in. I think our shear plates had several holes for wood pins but we finally used a single bolt.
When I sold it, the people who bought it restored it for parades. It still ran.
