I suspect in both situations, the drivers had sufficient driving skills to pass the tests and to maintain a driver's license and a job which involved driving.  It appears that their judgment was impaired, due, not to driving, but due to drinking.  The realization of that fact will be one step toward recovery and maturity.

Having a job and driving certainly are were cool!
