Many small towns get the new graduates for officers as it is hard to recruit anyone who will stay around. They may still have a cocky attitude from youth but now they have a badge and a gun.
Local town get to keep the fine money, so they may be told to generate revenue. We had it had here years ago. Maybe still is, but I am not sure as I do business elsewhere whenever possible.
I have had run ins with these guys before. What a bunch of a holes.
