Many utilities drop a 220V service because the meters are set to operate at 220V, mostly. A link in back of the meter can be opened so it operates on 120V only, but if not marked, a person can install one on a 220V service and only half the usage gets measured, so, most utilities ignore the 120V service and wire everything 220V to the meter.
