Cedar would be better if your in a wetter more humid climate. Juniper don't do well with humidity and lots of rain, according to Dr John Ball at SDSU. Here in SD we mostly plant cedar, you get west a few counties and they plant a lot of juniper. I would plant more than one row. We plant a lot of twin rows here. 2 rows 4.5 feet apart, for cedars we space them at 6'. Create a nice dense windbreak.
