Maybe they changed the law because I see people driving at dusk or dawn or in a pouring rain and they fail to turn their headlights on. The other day I saw a car driving down the road well after dark with no lights. Winter is coming so its guaranteed there will be a bunch of morons driving white cars during blizzard conditions with no lights on. My GM vehicles have auto headlight sensors so when it gets cloudy they will turn the headlights and taillights on. But I still turn the switch on if it starts to rain just to make sure the lights are on. IDK, maybe those people are just worried about shortening the life of their headlight bulbs, but I doubt it. I think they're just ignorant of the law. Cops don't enforce it unless you have a burnt out bulb and they are on the patrol for DUIs, maybe the fine isn't high enough.
