In addition to the rough service bulbs, there are also things called "ceramic infrared heaters" that screw into a light bulb socket. They're primarily sold by pet stores for keeping like lizards and snakes. Heat without the light.

Looks like you can get them on Amazon for about 10 bucks. I'm not sure how long they would last in a waterer but I would guess it would be a longer than a light bulb.
