A mix with uniform size aggregate ( gravel ) will be much stronger than any concrete with large rocks thrown in as " filler ".
Builders of bridges never put any rocks or chunks of broken concrete in bridge abutments or support pillars for a reason. It makes for a less strong structure.
I never use less than a 1:2:3 mix for a footing or walkway. One bag of cement is one cubic foot. Ten shovels with a round point shovel ( all that lays on it ) is one cubic foot of gravel. Ten of sand is one cubic foot. Be mindful that sand can be mounded higher on a shovel than gravel , so make sand shovels equal in amount as gravel shovels or you will get more sand into mix than required .
Mix one bag cement, 20 shovels sand, 30 shovels gravel.
