When someone is ticketed for failure to observe bus laws or emergency vehicle safety zone laws, the ticketing officer should be able to (1) issue the ticket, (2) impound the vehicle, (3) direct the tow truck driver to take it to the furthest state approved and secure impound lot available and (4) drive away from the new minted pedestrian. Tell the tow truck driver to keep his fuel, coffee and sandwich receipts and if the state is large enough to require an overnight stay, motel receipt to add to the tow bill. Even in Michigan, it is possible to be 500 to 600 miles from here to there.

If there is a security question like a unsafe area where incident occurred, give them a ride to a more secure area and release them on the side of the road.
