That guy sounds like a piece of work.  I usually hang up before they have a chance to say their third of fourth word.  Sometimes I tell them we do not accept telemarketing calls.  Sometimes they try to argue and say they are not telemarketers.  I've hung up on few legit calls, but most people I know are up front about their identity when they make a call. 

I always start by telling people my name when making a call and expect the same from others. 

The only exception I know of was one time when the phone rang four times in about three or four minutes with telemarketers that seemed to be working out of the same office.  The fifth time it rang I answered by saying in a booming voice, "WHO IS IT!!??".  That call turned out to be legit.:)
