Aluminum needs cheap electricity as much or more than cheap labor and onerous regulation reduction. Alcoa had multiple foundries running on Bonneville power. Paying for construction of nuclear power ran rates up, whole story here - https://www.nwcouncil.org/reports/columbia-river-history/aluminum
