I was wondering the same thing, K-8 elementary schools in swON when I went had the same pizza friday/hotdog friday alternation, you still brought the rest of your lunch (drink, fruit, snacky things). Come highschool we had the full cafe as well, but the majority of students still bag lunched it the majority of the time, the cafe really was no cheaper than walking/driving down to some fastfood joint or restaurant nearby, mexicasa fries were the big thing on wednesdays (2.75 and same amount of fries as a large McDonalds fries, just seasoned fries with some sourcream/chives/baconbit'ish type meat stuff). Mom & Dad's fridge/pantry was always stocked and allowed me to spend my dimes on more frivolous things like cassettes, cds, movies and other fun things. I can't speak to Toronto's school board, perhaps with the middleschools and jr highs in the big city they developed more of a cafe idea earlier on... dunno
