Now i agree that the owner of the cows should pay damages, but it sounds like he could have handled things better than going straight to the state police. I'd rather them man up and go straight to me, if I were the offender.

Then the guys saying they would pull the trigger and not even think twice about it- they would be in for a couple years of busted windows if they ever left any equipment out in the field.
