Can you start the computer in safe mode? I had this problem once, a few years ago, after a Microsoft Update was installed. The culprit then was an incompatibility between the update and Norton AntiVirus. I was able to start the computer in safe mode, then removed the update--and then got a patched update of NAV. All was well after that.
