Does not a lot have to do with how much water is being used also. You help keep them from freezing by bringing water up from underground with the waters heat helping. As for adding on existing cement you can cut cement and drill out bigger hole with post hole digger. The biggest problem is dealing with waterline coming up while drilling hole. Might be best to install beside other waterline hole then move it over after new one is dug. Also how far North are you I live near Clear Lake and would guess they will work better South of me vs. North.
