NE KS | You may want to talk to other Landlords. Some have grazing dates and limitations on pounds of cattle on the land. These can be extended when it's wet (possibly for more money), or are strictly enforced in times of dry weather. In some places it's rather hard to keep grass in good condition when you're getting no rain.
If they don't graze during the time period stated then that's up to them.
I don't know if that applies to your area or not. Just that some areas have issues with over grazing when it's dry and to have to haul water on top of that would really be working against you.
