It can’t, unless it’s leaking right at the coupler, you’d see a oil and debris trail under the coupler if that was happening. Doesn’t appear the op’s is leaking there.

If it follows a tractor, more than likely it’s the remote valve itself, typically there is a quarter turn shutoff valve on the lift cylinder, or some kinda of latch mechanism to hold it up for transport. If there is a valve and it still leaks down when turned off it’s more than likely a cylinder issue.
