Do you have an old tractor around with a belt pulley?, We bolted a car rim to belt pulley on Farmall H and reeled in long strands of wire.

Hand operated for light wire would be ideal. We dont mess with much light wire though. We had built one that was geared down to the pulley on the H and M IH with a belt and thought it still ran far too fast when something went wrong. You could rip the $ccit out of a hood or radiator or your self in a hurry.A powered winder can be dangerous. You really have to keep an eye on things happening especially with barbed wire.
