It can go BOTH ways, or at least it should. The way it is NOW is that someone can move into the district for a couple years, vote on the bond and move out without paying a bit for it. The people who have to pay can't even vote. If it would kill some projects GOOD! The way it is set up now it is too easy to vote for something you won't have to pay for.
