There is a specially formulated version of Roundup, think it is called Rodeo, made for spraying in water.

You can't use Roundup or the generics. The chemical is deemed safe to spray on water, but the additives (soaps) used are not safe to spray directly on water. The Rodeo formulation is.

As mentioned, it is still a slow process.
