So why would raising the road bed change the flow of the water?
Around here water flows to the lowest area.
Raising the road bed should not change gravity and where water will go except the higher road bed will work as a dam to keep the water on the other side BUT there will be a culvert which might be positioned to direct any flow away from your buildings.

We have drainage laws which would allow you to petition to have a drain installed to control the flow of water which would probably include a catch basin on the upstream side of the road to put water underground into the tile BUT the road will still need a culvert to carry water under the road in the event of a heavy rainfall.

The water should continue to follow the same course that it did before without some kind of drainage project to change it's course.
