You have it together right the o ring is just to hold the bushing in while you are hooking up. If you check on the hitch of the cart there is a tab welded on it and usually the bushings are slid on it and held on by a clip pin ( maybe yours are missing) mine came with them from the factory. You will be fine with the way you have it in the last pic.
