Had a hail storm hit our farm, 21 of 30 quarters hit.
Have 620 acres of barley that is completely written off via crop insurance.
It's standing good just nothing in the head like our wonderful PM in Canada
Have a neighbor with a feedlot who may silage it, just not sure on what price is fair?
He would be doing all the work

When you look at the standing crop - - - if you have some idea how much straw there is a fair price would be to get paid for the straw value.
If you want more $$ then you value the straw on its fertilizer value.
An option if you have the means is a bit more complicated. About 1/2 the weight of the silage is in the head (normal NOT dwarf varieties and assuming its standing decent height) so if he can make 3 tonne per acre of silage then you might ask for 1/2 that value in barley.

IMO the easy and good neighbor option would be #1. (My guess would be about 60 to 70 $/ acre.)
