Your problem is that he doesn't understand your no. What I mean is you have to teach him the simple things first like sit/ stay. Your no doesn't have to be the word no but a gesture or whoa or whup is what I use. That helps also when around others trying to control your dog. They think he won't mind then you can make him do what you want without regard to others.
Once you establish the basics with him you can make him stop following the truck and you.
You do have to remeber labs are very loyal and want to be with you
