central - east central Minnesota - | Not a place for "opinions" to the solution on here . . . but I would go talk to the neighbor and let him know how much he is hurting / harrassing the old gal . . . If he continues, I'd get a attorney to advise on the situation - to him. Water law here would allow the tile on his land and nothing he can do about it now. IF he plugs it or tears it out, he'd be in legal trouble . . . . Go talk to him in a very nice, but direct way, explaining the situation and see what can be worked out. It may take several trips to befriend the guy . .
