Zach, I'm trying to figure out a strip-till rig as well. An idea I'm kicking around is to take an old JD 7000 6R30 planter, remove the planter units, put NH3 shanks on it, and put fertilizer boxes from the planter on it reversed so the fertilizer will go out behind the bar and into the shank. I think Jim's comment about having parallel linkage is good, however. I have a Case IH 183 cultivator that might lend the parallel row linkage, however, along with depth control. The drawback is the fertilizer box capacity - at 100 lbs/ac, that would mean only 16.5 acres capacity.

Where in SC Iowa are you located?
