Bourbon Whiskey at least till recently maybe, can only be made in the area originally called Bourbon County, Ky. That county was latter split into 4 counties, and that is the area that can legally make Bourbon Whiskey. Kind of like Vadalia Onions can only be grown in Vadalia, GA. Or Idaho potatoes can only be grown in Idaho.

Those potatoes and Onions can be grown elsewhere, but can not be branded Vadalia, or Idaho. It isn't that there is a secret formula to these, it is just that you can't brand them as such unless you meet the specs.

And location is one of those specs.
