Are you sure about the authenticity of that recording? I have my doubts that was an actual live situation. I'm guessing it may have been a controller or former controller making a YT recording. I heard only one attempt at acknowledgement of his machine-gun clearances. A  percentage of pilots @ ORD & other large international airports are foreign pilots. While their pilots' English may be near perfect, it's difficult for them to keep up with such rapid-fire dissertations.

Much of the ground controlling these days on large airports like ORD is done via ground radar observations.
