I can’t answer as to how many air traffic controllers are working. But they each have different jobs, one controller doesn’t just follow an airplane all the way.

There is a controller for planes approaching, then a separate controller when the plane is landing, another ground controller, and a departure controller.

Each area of flight will be on a different frequency to keep the radio less busy.

I know it seems like airplanes are going every direction, but is is actually very organized. Planes are taking off and landing in the same direction, so traffic isn’t an issue, they are assigned different altitudes to keep more distance also.
