Our county is in the process of redetermine benefits on drainage systems, as most are overloaded and some are 100 years old . that does not trigger an upgrade unless benefit payers sing off on an improvement, then the system is engineered by licensed civil engineers, to determine benefits and damages to the system, also here , are systems in a watershed, but not all the shed pays. This might be off the subject , but the benefit payers actually own the system, not the county, actually all the county does is serve as an administrative function, and benefit payers pay to hire them . The general public does not pay into the system unless having parcels that receive benefits from the system drainage. This ownership issue is generally misunderstood, as we had a shouting match with the county attorney. Had a commissioner tell me the rain belongs to all of us so there fore drainage belongs to all of us, strongly reminded him , the rain falls , but it falls on private property. best regards.
