I do some drainage engineering (PE) work in IL. The drainage assessments I generally hear about are in the $5-8/ac range for maintenance. Up to $40/ac or so if it is a pump/levee district (electricity/fuel, pump maintenance, wages). Big project, district can get a loan and spread the cost out just like any other governmental entity.
In the grand scheme, pretty darn cheap way to keep land in top shape for production, keep tile drains running, etc.
