I'm just curious as this is not something done here. But in your areas what if one doesn't want their land drained? Kinda sounds wrong folks are taxed for drainage.

Its not wet where you are... why wouldn't you want your land drained?
Anyhow, you get the property taxes set as if you were fully tiled, and you pay for the occasional ditch cleaning and other maintimence.
If you don't put in tile that is your choice, but you get taxed as if you have because you have the option.
We are pretty serious about needing and using tile, it keeps us farming in dirt that doesnt drain itself much at all.
West of me these drainage districts were set up in the 1920s. My area was a little slow, in the 1950s.
Dad was as cheap a person as you would ever meet and grumbled about any kind of tax or expense. He said once when he opened an envelope from the county - the special ditch tax - well the ditch tax isn't too bad, it lets us farm, it really pays off.
Let me tell you, that was something to hear coming from him! I can still picture that fresh in my head.
