Even in a small company, the accounts receivable person only sees their side of it, only sees that you are late in paying. Making that person do more work to get the money owed doesn't necessarily mean it will get to the head office that the deliveries are seldom on time. Take your beef to the head office, not the person whose only job is to receive money owed.
I think a lot of times the issues we have with poor service that seem so obvious are not that obvious to the ones providing the service. A good chat with the owner about how getting this product in this time frame means things get done on time can go a lot further than mumbling to ourselves.
