We post a "Quote Of The Day" section on our home page. Today it brought back memories. The first time I ever heard this I was a (very) young second-string political writer in Nashville, and the person who quoted Dirksen was then-Sen. Howard Baker, his son-in-law. But I seem to recall that Baker said "millions" instead of "billions". Keep in mind that was 33 years ago when a million dollars was still almost a lot of money.
