Thank you for all the advice. It is working and got it sprayed before the rain!

It needed to be in SP2. Once I did that and put in 130 speed cal 740 flow meter and 2521 valve cal it worked.

I did the boom test as suggest by tedbear plugged in 20 gpa and boom 1 came out 10.3 boom 2 nothing and boom 3 30.9.

changed boom 1 and 3 to 360 and 2 to 0.

The values sound reasonable. The Valve Cal tells the system how to react. The fourth digit, the "1" in your case tells the system to try to keep the applied rate with 1% of the target rate. Although this sounds good it is often unrealistic and many Raven systems use a "3" as the last digit which indicates that keeping the applied rate within 3% is "good enough" Although using a smaller number like 1% might seem better or more accurate, in actuality it might not work as well as being less fussy and going with 3%.

By having the booms widths as 360, 0, 360 - the system should control correctly with either boom or both booms ON.
