Technically it's illegal to ride the sidewalk. In Iowa anyway.

A mid size area town where I shop a lot, made new rules to cover complaints of kids on the sidewalks driving electric scooters carelessly. No gas or electric powered vehicles on the sidewalk became the law. The downside to that was that an old handicapped fellow now had to ride his electric wheelchair in the street. No exceptions for vehicle type or use it seems.
