outside looking for more corn cobs
A few years ago (3ish) I was actually looking into RFID for tools, fixtures, and gauges for the company I worked for. Turned out that RFID is very intollerant to having more than one side shielded by metal. To use it on a tool it would have to be fixed to one side of the tool, be fixed to the surface of the tool, and always face upwards when you put it down (giving 5 directions for the RF to work). Also can't put it in the toolbox or have other metal objects (tools) closer than a few inches from it and expect the RFID to work.
It may have improved since then, but I doubt they could do what you want for tools.
