Is it an even number of hours off after a restart or close to 12:00?

If close to 12, your CMOS battery in your computer is dead (like a watch battery, to remember certain things while computer is off)

If it is an even number of hours off, it is your time zone settings - I have had that irritation - I just tell it the wrong time zone until daylight savings time switches then can go back to my proper time zone.
