North Carolina | Unfortunately I think this idea is correct for the most part. I think the southern Plains could be quite warm this summer.
Re: precipitation, it will all be about where the "dome" of heat sets up. Analogs and research (as shown partially in the link above) support it being over the southern Plains. Where it sets up shop, significant rains will largely be tough I think. Eastern Belt may still see some decent rains in that set up, too, though. Very interesting weather ahead!
