Always a good thing to change filters if they haven't been.
Take a look at your tips its possible they need replacing.
Also another thing to try would be switching it to another SCV and see if the problem follows to another valve.
Does this implement have wings? Do they lift if it does.
How many cylinders are on the depth control
Possible that you may have a bad cylinder and its bypassing all the flow.
Hydraulics will follow the path of least resistance
Next step after that would be installing a pressure guage and check pressure.
