N.W. Illinois
The thing is solar and wind have been heavily subsidized for decades and will continue to be heavily subsidized.
Here are some real numbers for putting in a free standing turnkey solar array in Illinois right now.
Solar array cost -$2500 p/KW

REAP Grant + $595 p/KW Rural Energy for America Program (Grant)
ComEd Rebate +$250 p/KW Payment is required from ComEd mandated by the state of Illinois
Fed Tax Credit +$750 p/KW 30% off cost of array (Subsidy)
SREC Group B +$828 p/KW Solar Renewable Energy Certificate mandated by the State of Illinois (Subsidy)
Depreciation +$420 p/KW

Net System Cost +$343 p/KW System pays you $343 p/KW to install

You also get commercial rate for your electricity which for here is .11 p/KW Any extra electricity is banked for usage, you do not get a check if you have a net gain on production.
